With less than four months to go before the final deadline set by State Parties to submit a definite proposal text for the Convention, Agreement or other International Instrument under the Constitution of the World Health Organization to strengthen Pandemic Prevention, Preparedness and Response (WHO CA+, often referred to as the Pandemic Accord or Pandemic Treaty), State Parties are still struggling to reach a consensus on the main equity-related provisions of the draft, resulting in stalled negotiations and growing
frustrations between countries.
At this point, it is unclear whether negotiators are deliberately trying to run down the clock until the May 2024 deadline or if, despite several rounds of negotiations, some issues are simply too intractable for a common position to be found.
