Global Health Advocates (GHA) is seeking an experienced EU Advocacy and Policy Officer to join our Brussels office. This full-time position is a maternity cover, starting October 1st, 2025, until July 15th, 2026. You’ll play a crucial role in supporting our EU team’s vital advocacy and policy work on global health and development issues.

ABOUT GHA

Global Health Advocates (GHA) is a French NGO established in 2001, born from the urgent need for international advocacy and communication focused on combating AIDS, Tuberculosis (TB), Malaria, and other diseases of poverty. Our mission is to conduct political advocacy in France and with the EU institutions to ensure policies and resources effectively address health inequalities. While our headquarters are in Paris, this role is based in our Brussels office.

MAIN RESPONSIBILITIES

Under the guidance of the EU Coordinator, the EU Advocacy & Policy Officer will drive GHA’s political advocacy to the European institutions, developing impactful advocacy, policy, and research work around global health issues. You’ll closely monitor topics related to EU financing for health and development cooperation, including negotiations on the next EU multiannual financial framework (MFF) and external action instruments, Global Fund replenishment, health systems strengthening, and the fight against poverty-related diseases (HIV, TB, Malaria epidemics), including through EU’s health research and innovation (R&I) policies. A strong interest and motivation to work on global health and poverty-related issues are essential.

Your key tasks will include:

Policy:

  • Drafting and developing compelling advocacy products (policy briefs, presentations, reports, statements) with a focus on European health development policy, tailored for diverse audiences.
  • Conducting in-depth policy analysis and research projects.
  • Analyzing relevant legislative files and providing political and technical recommendations to advance GHA’s objectives.

Advocacy:

  • Developing and disseminating key messages to target policymakers.
  • Planning advocacy activities and visibility events across various subjects and targets, primarily in Brussels, with potential for international travel.
  • Participating in and planning advocacy activities for the replenishment campaigns of Gavi, the Vaccine Alliance, and the Global Fund to Fight AIDS, Tuberculosis and Malaria.
  • Building and maintaining strong relationships with the European Parliament, European Commission, and relevant Member State Permanent Representations in Brussels.
  • Developing and nurturing relationships with NGO networks, umbrella groups, think tanks, and academics in the global health field.
  • Actively participating in platforms and civil society coalitions on EU budget and global health (e.g., CONCORD MFF taskforce, MFF Hub, EU Global Health Coalition, ACTION Partnership).
  • Representing GHA at events and conferences.

Other:

  • Drafting quarterly reports.
  • Providing support to the communications team.
  • Occasionally assisting with GHA’s EU office administration.
  • Undertaking any other tasks within the scope of GHA’s work.

 

CANDIDATE PROFILE – Experience and Skills Required

Education and Experience:

  • Master’s Degree in development and international cooperation, political or social sciences, public health, international relations, or a similar field.
  • At least three years’ experience working in public policy or advocacy projects/campaigns in conjunction with civil society.

Essential Skills and Knowledge:

  • Strong strategic thinking, conceptual agility, and analytical skills, with a proven ability to identify current trends and issues and contribute to new initiatives.
  • In-depth knowledge and understanding of the functioning of the European institutions, including policy cycles and entry points.
  • Ability to communicate effectively with diverse stakeholders who may have competing agendas.
  • Solid understanding of advocacy techniques and strategies, as well as global health and development issues.
  • Experience working within advocacy coalitions and research/policy/advocacy partnerships.
  • Proactive in proposing strategic activities and innovating.
  • Fluency in English (written and spoken).
  • Ability to work effectively as part of a small team, demonstrate initiative, and work autonomously.

Desired Skills and Knowledge:

  • Knowledge of French (written and spoken).
  • Knowledge of development finance.
  • Field experience, particularly in African countries.

CONDITIONS

  • Location: Full-time, Brussels-based position with occasional travel within Europe and worldwide. Working from home is possible two days per week.
  • Term: Full-time position, CDD contract until July 15th, 2026, 40 hours/week.
  • Salary: €3200 to €3700 gross monthly salary, depending on experience.
  • Benefits: Meal vouchers, reimbursement of public transportation costs, 20 annual holidays (pro-rata), 12 annual RTT (pro-rata) and end-of-year closure, hospitalization insurance, pension scheme.
  • Start Date: October 1st, 2025 (required).
