Global Fund replenishment: the European Commission must announce its pledge at the earliest opportunity

We are disappointed by the outcome of the 8th replenishment, with donors falling short of the USD 18 billion target. We recognise the extremely difficult international context, but this result is deeply concerning at a time when responses to HIV, TB and malaria are already being severely disrupted by ODA cuts – and when increased funding is urgently needed to roll out some of the most transformative innovations to date.

While we regret that the European Commission was not in a position to announce a pledge today, we are encouraged by its continued commitment to global health, its strong support for the Global Fund, and its intention to pledge in early 2026 in line with current levels of support.

We urge the European Commission to pledge €800 million at the earliest opportunity. This is critical to enabling the Global Fund to allocate resources on time and to prevent interruptions to country programmes. Millions of people depend on this support, and new drug shortages or service disruptions are simply not an option.

Given the US 2:1 matching requirement, an EU pledge of €800 million would unlock roughly €400 million in additional US funding – a multiplier we cannot afford to lose. We also urge all donors who did not pledge today – or who have reduced their contributions – to step up. Beyond the matching incentive, this is a critical moment to avoid costly setbacks, protect communities worldwide and reinforce global health security. These investments are also essential for strong and resilient economies, and our shared prosperity.

Today the world fell short, but we heard strong and widespread support for the Global Fund and its model from partners across the world. A more ambitious outcome is still within reach – and we trust that the European Commission and EU Member States can play a decisive role in achieving it, consistent with Europe’s longstanding leadership in global health.
